Walters.  Mr. Walters is a highly decorated Veteran Officer of the U.S. Army Special Forces, having served in the United States and Vietnam.  Stone Mountain SDVOB, LLC is a privately held New Jersey Limited Liability Company headquartered in Swedesboro, New Jersey.

Federal Government Marketplace Opportunities

The Small Business Administration’s [SBA’s] program for set-aside contracts was formed with the following objective: “To help provide a level playing field for small businesses, the government limits competition for certain contracts to small businesses. Those contracts are called “small business set-asides”, and they help small businesses compete for and win federal contracts”.

The Small Business Administration’s [SBA’s] goal is to aid small businesses and to insure they receive a fair proportion of federal contracts each year. The current, government-wide procurement goal is that at least 23% of all federal government contracting dollars should be awarded to small businesses. Each year the SBA negotiates “agency goals” with each Government department and agency. These agency goals may be higher or lower than the governmentwide goal.

 Targeted sub-goals are established for women-owned small businesses, small disadvantaged businesses, firms located in HUBZones and service-disabled veteran-owned small businesses. These targeted goals are 5%, 5%, 3% and 3%, respectively, and are meant to be subsets of the overall small business goal of 23 percent. In 2016, the government surpassed that goal, awarding SDVOSB’s contracts worth more than $16 billion.
